1) How to rename files on Google Drive

If after you download a file from Google Drive it has a double extension like:
Video.mp_cs_abcdfe_sz_12345678_987652.mp_
(Notice the two dots . in the file name)

It looks like if you make a copy instead of renaming, the new name drops the old extension. So just make a copy of the file on Google drive and delete the original.

Try this with a test Google drive account first before trying on your actual content Google drive account.
